The donor community is actively supporting development of concessions and PPP’s for energy. The following links give access to numerous databases and report in concessions and PPP’s.

EPEC (www.eib.org/epec/)

The European PPP Expertise Centre is located with the European Investment Bank.  The European PPP Expertise Centre's mission is to support the public sector across Europe in delivering better public-private partnerships (PPPs). EPEC was created in 2008 to support Member States of the EU, EU Candidate States and others in their work on PPPs.

The European Bank for Reconstruction and Development is involved in numerous projects on establishment and functioning of Public Private Partnerships and concessions. The home page includes description of activities in the PPP sector, guidelines and recommendations.

The WB PUBLIC-PRIVATE-PARTNERSHIP IN INFRASTRUCTURE RESOURCE CENTER includes worldwide review of PPP activities, PPP units, legislation and guidelines.

 

European Union

EC Directorate General NEAR (https://ec.europa.eu/neighbourhood-enlargement/about/directorate-general_en)

The mission of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) is to take forward the EU's neighbourhood and enlargement policies, as well as coordinating relations with EEA-EFTA countries insofar as Commission policies are concerned. DG NEAR works closely with the European External Action Service and the line DGs in charge of thematic priorities.

By implementing assistance actions in Europe's eastern and southern neighbourhood, DG NEAR supports reform and democratic consolidation, and strengthens the prosperity, stability and security around Europe. DG NEAR helps to promote EU values, policies and interests in this region, and to contribute to developing the special relationship of the EU with its neighbouring countries.

DG NEAR is managing the HiQSTEP project.

The Directorate-General for Energy is responsible for developing and implementing a European energy policy under the political guidance of the European Commission Vice-President for Energy Union Maroš Šefčovič and Climate Action and Energy Commissioner Miguel Arias Cañete.

The Directorate General develops and implements innovative policies aimed at:

  • contributing to setting up an energy market providing citizens and business with affordable energy, competitive prices and technologically advanced energy services
  • promoting sustainable energy production, transport and consumption in line with the EU 2020 targets and with a view to the 2050 decarbonisation objective
  • enhancing the conditions for safe and secure energy supply in a spirit of solidarity between EU countries ensuring a high degree of protection for European citizens

DG Energy participates in coordination of the HiQSTEP project.
