Legal advice and assistance to the Commission concerning the financing, via an EBRD/Euratom loan, of the Consolidated Safety Upgrade Programme for the Nuclear Power Plants of Ukraine.

The purpose of this contract is to provide the European Commission with legal advice and assistance concerning a project for the safety upgrade of nuclear power plants located in Ukraine (the Consolidated Safety Upgrade Programme for the Nuclear Power Plants of Ukraine, the Upgrade Package project), for which the European Commission has received an application for financing in the form of a Euratom loan.
The legal assistance shall include advice during the negotiations with the borrower and the guarantor; preparation of the contract documents, including legal opinions on them, and the formulation of the legal opinion concerning the fulfilment of 'conditions precedent' prior to the disbursement of loan funds.
