Assessment of Local Power Generation Options

The United States Government, represented by the U.S Agency for International Development to Moldova, intends to release a solicitation for the award of a Firm Fixed Price Contract for the Assessment of Local Power Generation Options program. Work will be performed in Moldova. The purpose of the Assessment of Local Power Generation Options program will be to support Moldova’s economic growth through improving energy supply security and availability for all economic activities, and minimizing economic losses caused by an insufficient and unreliable energy supply. The activity will seek to assess the technical, commercial and legal issues related to a potential increase in local conventional high efficiency generation capacity and its impact on increasing security of supply, reliability and the balancing of renewable resources. The objective of this contract will be to assess the feasibility of investment into local high efficiency gas-fired power generation capacity to increase the security of the electricity supply in Moldova through diversification of sources and potentially to provide a reliable high efficiency heat source for the Chisinau District Heating (DH) system and to ensure provision of balancing service to the Moldovan grid. In order to determine the feasibility of investment into local power generation and more reliable heat supply to urban areas, a rigorous assessment of all aspects of such undertaking is needed, including electricity and heat load, capacity needs, impact on the national grid operation, the need for network related investment in line with the long term network development plans, fuel availability, applicable technology, legal and regulatory conditions, social and environmental consideration, investment sequencing for new and existing capacity and its size, cost and benefit and potential ownership and financing structure.
